Chairman of the BoD


Yannis Kabouris was born in Athens in 1962. He holds a Diploma in Electrical Engineering (1985) and a PhD (1992), both from the National Technical University of Athens.

From 1991 until 2001 he worked in the Public Power Corporation (PPC) - System Studies Department. In 2001 he joined the Hellenic Transmission System Operator (HTSO) where he has served as Head of Development Studies Section, as Assistant Director for System Planning Department and as Director for System Planning Department. In 2011 he joined the Independent Power Transmission Operator of Greece (IPTO) serving as Director at the CEO office, as Director of the Transmission System Planning Department, as Chief Executive Officer, as Member of BoD of IPTO S.A., as Chief Officer for Operation, Infrastructures and Market and as Director for Foreign Affairs. He was also an Associate Professor at the University of West Attica (2002 to 2011).

Currently, he serves as BoD Chairman and CEO of SEleNe CC and as Vice President of MeD-TSO.

Yannis Kabouris participated in several Εntso-E bodies and activities: Member of  SDC, SOC & RDIC, Covernor of RG-SEE, Member of Grid Codes Working Groups; etc., Member of Ten Year Network Development Planning Group, Investigation of 4th November 2006 event (head of study team for SEE)

His main fields of expertise include Power System studies and Analysis (static and dynamic), Generation and Transmission Planning, Integration of renewables into power systems, Development of Interconnectors, Generation adequacy, Market development, and operation, Energy Management systems and Control Centers, National and International Electricity Market Regulation and Research & Development strategies.  He has published more than 150 papers on the above-mentioned topics. He has also participated in more than 40 international research projects.

He is the Chairman of the CIGRE National Committee of Greece. He is a member of CIGRE and IEEE. He gained the SWAN PREMIUM AWARD (2002).


Members of the BoD


Enrico Maria Carlini was born in the city of Rome. He graduated in Electrical Engineering with first class of honors from the faculty of ‘Sapienza Roma’ University in 1991.

Enrico took over as Director of Dispatching and System Operations as from July 2018. He is accountable for the real-time control of the Italian electricity transmission grid and Ancillary Services Market, the systems and processes that support them. In the past, Enrico occupied various management positions within Terna, as a Director of ‘Grid Planning and Interconnection’, head of the ‘Management and Engineering of the Electric System department and responsible for the Regional Control Centre of Southern Italy.

Alongside his position in Terna, he plays several leading roles in the key organizations of the energy community, among which: ENTSO-E, CIGRE, SEERC, IEC, CEI, and AEIT. Most notably, his latest achievements include the Presidency of CORESO Regional Security Coordination initiative, membership of BoD of SEleNe Coordination Center, chairmanship of ENTSO-E “Seasonal Outlook” project, membership of CIGRE SC C2 “Power System Operation and Control”, Presidency of CEI TC 8/123 “System requirements for electricity supply and infrastructure management”, membership of the AEIT Presidential Council, Presidency of IEC TC99 “Insulation coordination and system engineering of high voltage electrical power installations above 1,0 kV AC and 1,5 kV DC” (btw. 2007 and 2016).

Over nearly three decades of experience spanning from power grid engineering and system development to system operation activities, he has been deeply involved in emerging technical concepts for the energy transition and digital transformation of the electricity sector, including RES integration, operational resiliency, grid restoration, power quality, resource adequacy, HVDC links, energy storage, market design for aggregators, ancillary services market and capacity remuneration mechanisms, market coupling for the Internal Electricity Market, regional cooperation, Ten-Year Network Development Plan, etc.
Prior to joining Terna in 1999, Enrico was working in Enel generation division and in the petrol-chemical industry.

Angelin Tsachev graduated with a degree in Electronics and Automation from the Technical University in Sofia in 1999. In the following years, he became a lecturer in electrical engineering in his hometown of Targovishte. From 2007 to 2011, he worked as the head of the Substations Department at the Electrical Installation Department in the town of Targovishte.

In 2011, he started working at the Trafoelektroinvest enterprise at the National Electric Company, where he headed a department engaged in the construction of power lines. After the separation of ESO into an independent company and its separation from NEK, Trafoelectroinvest became part of the structure of the independent transmission operator.

Angelin Tsachev continues to work in ESO as head of the Investor Control Department in the Investor Control and Site Preparation Department. Since February 2018 he has been the Executive Director and a member of the Management Board of the Electricity System Operator.
